NOTICE

REQUEST FOR QUALIFICATIONS


Notice is hereby given that the Board of Chosen Freeholders of the County of Burlington, New Jersey, is issuing a Request for Qualifications (RFQ) and requesting responses from qualified attorneys, duly licensed and in good standing in the State of New Jersey, from which the County may award a contract for the term of January 1, 2016 through December 31, 2016 for participation in the Burlington County Senior Citizen Lawyer Referral Program. The pool will be current for a three year period from January 1, 2016 through December 31, 2018 for the following legal services including, but not limited to:

Provide legal services to low and moderate income senior citizens 60 and over in the areas of public entitlements, SSI/Social Security, Medicare, Medicaid, nursing home/boarding home rights, landlord/tenant problems on behalf of a tenant, utility shut-off, abuse, representation of persons proposed for or under guardianship, mortgage foreclosures, advance directives, simple wills, matrimonial matters without assets, consumer contracts, creditor problems including bankruptcy, and insurance matters.


Supervising attorney must be licensed in the State of New Jersey with at least five (5) years of experience in any of the areas of law identified above. Other specific experience, knowledge, practical qualification requirements, and required scope of services are contained in the RFQ.

Copies of the Request for Qualifications are available on the Burlington County website http://www.co.burlington.nj.us/Legal. All interested qualified candidates can also contact Dina Rocco, First Assistant Solicitor at (609) 265-5289 to receive a copy of the RFQ.

Responses must be submitted to Dina Rocco, First Assistant Solicitor, PO BOX 6000 Mt Holly, NJ 08060 (physical location of 49 Rancocas Road, Room 225, Mount Holly NJ 08060) Responses are scheduled to be opened on Tuesday, December 1, 2015 at 4:00 pm. Any responses received after said opening, whether by mail or otherwise will be returned unopened. No responses will be accepted after the above referenced date. Qualifications must be submitted in sealed envelopes with the name of the RFQ clearly marked on the outside of the envelope. Responses may not be e-mailed, faxed or transmitted over the telephone.

It is recommended that each response be hand delivered to the Office of the County Solicitor at 49 Rancocas Road, Room 225 Mount Holly, NJ 08060. The County assumes no responsibility for delays in any form of carrier, mail or delivery service causing the qualifications to be received at the Office of the County Solicitor no later than the above-referenced scheduled opening. Nothing herein is intended to exclude any responsible qualified attorney or in any way restrain or restrict competition. All responsible qualified professionals are encouraged to submit qualifications.

The Board of Chosen Freeholders reserves the right to accept or reject any or all responses submitted in the best interest of the County and the Board further reserves the right to waive any defect or informality in any proposal should it be in the best interest of the County.

Responders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., P.L. 1975, c. 127 (N.J.A.C. 17:27-1 et seq.), and submit a Conflict of Interest Certification.

This RFQ is being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq. This RFQ does not constitute a bid and is intended solely to obtain competitive responses from which the County may choose a contractor(s) that best meet(s) the County's needs. It is the County's intent that no statutory, regulatory, or common law bidding requirement apply to this RFQ. The County intends to award any contracts for these services pursuant to N.J.S.A. 40A:11-5(1)(a)(i).
