Prosecutor Robert D. Bernardi, Sheriff Jean E. Stanfield and Pemberton Twp. Police Chief David H. Jantas announced that 18 people were arrested after a two-year investigation into a check-kiting conspiracy that defrauded 12 banks of more than $107,000.
