NOTICE
REQUEST FOR QUALIFICATIONS

Notice is hereby given that the Board of Chosen Freeholders of the County of Burlington, State of New Jersey, is issuing a Request for Qualifications (RFQ) and requesting responses from a qualified pool of medical examiners and/or pathologists, duly licensed and in good standing in the State of New Jersey, from which the County may award a contract for the term of July 1, 2019 through June 30, 2020 for the Burlington County Medical Examiner’s Office to provide specialized pathology services necessary when the Chief Medical Examiner is unavailable. The pool will be current for a three year period from July 1, 2019 through June 30, 2022.     

Certified forensic pathologist for the Burlington County Medical Examiner’s Office to perform the duties according to the State Medical Examiner’s Act.  Duties included but not limited to the following:

A. Violent deaths, whether apparently homicidal, suicidal or accidental, including but not limited to death due to thermal, chemical, electrical or radiation injury and deaths due to criminal abortion, whether apparently self-induced or not;
B.  Deaths not caused by readily recognizable disease, disability or infirmity;
C.  Deaths under suspicious or unusual circumstances;
D.  Deaths within 24 hours after admission to a hospital or institution;
E.  Deaths of inmates of prisons;
F.  Deaths of inmates of institutions maintained in whole or in part at the expense of the State or county, where the inmate was not hospitalized therein for organic disease;
G.  Deaths from causes which might constitute a threat to public health;
H.  Deaths related to disease resulting from employment or to accident while employed;
I.   Sudden or unexpected deaths of infants and children under 3 years of age and fetal deaths occurring without medical attendance.

Other specific experience, knowledge and practical qualification requirements are contained in the RFQ.

Copies for the RFQ are available at the Burlington County Medical Examiner’s Office, 4 Academy Drive, Westampton, NJ 08060.  All interested qualified candidates are encouraged to contact Dina Rocco, First Assistant Solicitor @ (609) 265-5289 to receive a copy of the RFQ or visit the Burlington County website http://www.co.burlington.nj.us/904/RFP-RFQ-Listing   

Responses must be submitted to the Burlington County Medical Examiner’s Office, 4 Academy Drive, Westampton, NJ 08060.   Responses are scheduled to be opened on Friday May 24, 2019 at 10:00 a.m. at which time all responses will be opened.  Any responses received after said opening, whether by mail or otherwise will be returned unopened.  No responses will be accepted after the above referenced date.  Proposals must be submitted in sealed envelopes with the name of the RFQ clearly marked on the outside of the envelope.  Responses may not be e-mailed, faxed or transmitted over the telephone.

It is recommended that each response be hand delivered to the Burlington County Office of the Medical Examiner.  The County assumes no responsibility for delays in any form of carrier, mail or delivery service causing the proposal to be received at the Burlington County Office of the Medical Examiner later than the above-referenced scheduled opening.  Nothing herein is intended to exclude any responsible qualified pathologist or in any way restrain or restrict competition.  All responsible qualified pathologists/medical examiners are encouraged to submit proposals.

The Board of Chosen Freeholders reserves the right to accept or reject any or all responses submitted in the best interest of the County and the Board further reserves the right to waive any defect or informality in any proposal should it be in the best interest of the County.

Responders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 and submit a Conflict of Interest Certification.

This RFQ is being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4, et seq.  The County intends to award any contracts for these services pursuant to N.J.S.A. 40A:11-5(1)(a)(i).
