Voting by Mail

2025 General Election vote-by-mail ballots will begin to be mailed to registered voters on September 20, 2025. After September 20, if you need a duplicate due to an error, mismark, damage to the ballot, etc, call the Burlington County Clerk's Election Section at 609-265-5229.

Applying for a Vote-by-Mail Ballot


NEW - New Jersey has implemented an online vote-by-mail application system, giving voters the option to apply for a vote-by-mail ballot online while keeping a paper application option available.

You must be a registered voter in order to apply for a Mail-In Ballot. To apply online, you will need your date of birth and one of the following forms of identification:

A current and valid Driver’s License or a non-driver Identification Card (ID card) issued by the New Jersey Motor Vehicle Commission (MVC). Your information will be provided to the MVC to verify your identification and retrieve a copy of your digitized signature.

A Social Security number. To use your social security number, you must have the ability to sign on-screen or upload your signature to complete the registration process. How to fill out a Vote-by-Mail Application (Video)

Registered voters may apply to the Burlington County Clerk's Office for a Vote-by-Mail Ballot Application (PDF). Applications must be received in the County Clerk's Office at least 7 days before an election for a ballot to be mailed to the applicant. Mail the application to:

Voters may apply for a ballot in person in the county clerk's office anytime up to 3 p.m. on the day before an election. 

Voters may apply in-person for a ballot at either the Burlington County Clerk's Office at 50 Rancocas Road in Mount Holly, Monday through Friday, 8:00 AM - 4:00 PM, or at 301 Harper Drive in Moorestown, Monday through Friday, 8:30 AM - 4:00 PM.

The County Clerk's Office is prohibited from providing a vote-by-mail ballot to any voter who is on the inactive list.

Voter Options

  • Single Election Option

    • A voter may apply for a vote-by-mail ballot for any single election by indicating which election the application is for in Section 1.
  • All Future Elections

    • A voter selecting the option for ALL FUTURE ELECTIONS will be sent a vote-by-mail ballot for ALL elections for which the voter is eligible until such time that the voter tells the County Clerk in writing that he/she no longer wishes to vote by mail in all future elections.
    • If no election is indicated and the ALL FUTURE ELECTIONS option is not selected, a ballot will be mailed for only the next available election in the voter's election district.
    • Please note: If your mailing address changes or you wish to stop receiving vote-by-mail ballots, you must submit an Opt-Out Form to the County Clerk's Office at least 59 days before an election.
  • Applying with Assistance

    • Any voter may receive assistance applying for a vote-by-mail ballot. Still, if any person assists the voter in completing any part of a vote-by-mail application, the person's name, address, and signature must be provided in section 10 of the application for the application to be processed. (N.J.S.A. 19:63-6)
  • Application by Authorized Messenger

    • Any voter may apply for and obtain a vote-by-mail ballot through an authorized messenger. The voter must complete Section 11 of the application for a mail-in ballot. The authorized messenger must be either a family member or a registered voter in the county.
    • The authorized messenger must show a photo ID and sign a certification that he or she will deliver the ballot directly to the voter and no one else in the presence of the County Clerk or the Clerk's designee. No authorized messenger may apply for or obtain vote-by-mail ballots for more than three (3) voters for an election. No candidate may serve as an authorized messenger in the election for which the voter requests a vote-by-mail ballot.

Returning a Vote-by-Mail Ballot

  • Ballots issued over the counter may be taken directly to the Board of Elections at 301 Harper Drive to be voted on and turned in.
    • When delivered in person, the Board of Elections must receive completed ballots before polls close on the election day. A mailed ballot may be postmarked by Election Day and must be received by the Board of Elections within 48 hours to be counted.
  • Completed ballots may be returned by mail (no postage necessary). Ballots must be postmarked no later than election day and must be received by the Board of Elections no later than six (6) days after the election.
  • Completed ballots may be returned at one of Burlington County's Secure Drop Box locations no later than 8:00 PM on election day.
  • Vote-by-mail ballots MAY NOT be returned at an early voting or election day polling location, nor to the County Clerk, Superintendent of Elections, or any County office other than the Board of Elections.

Provisional Ballots and Vote-by-Mail Voters

Voters who applied to vote by mail but appear at an early voting or election day polling location will be required to vote on a provisional ballot. The provisional ballot will be counted after the election if it is determined that the voter did not already cast a mail-in ballot.

Opting Out of Voting-by-Mail

Any voter may opt out of voting by mail by completing the Opt-Out Form (PDF). You can complete and submit to the County Clerk's office at any time; however, if not completed at least 59 days before an election, your request will be processed after the election. Due to printing and mailing deadlines, data is pulled 59 days before the upcoming election.
